Proposition 1 (2014), water bond

Bond authorization · California

$7.545B

authorized · ~$7.519B committed · ~$26M uncommitted

What this page does not claim: That dollars committed equal projects finished, or that Proposition 1 alone changed drought or water reliability. Federal funds, local projects, and other drought actions sit alongside this bond.

Promise

The Water Quality, Supply, and Infrastructure Improvement Act of 2014 authorized general-obligation bonds for storage, watersheds, groundwater, regional projects, recycling and desalination, drinking water, and flood management.

Legal scope

The authorization is $7.545 billion, with chapter allocations tracked by the California Natural Resources Agency. Large chapters on that tracker include about $2.7 billion for storage (chapter 8) and about $1.495 billion for watersheds (chapter 6).

Timeline

Voters passed this Proposition 1 in November 2014. It is a different measure from the 2024 Proposition 1 on behavioral health and housing.

Approved funds versus committed amounts

The bond authorization is $7.545 billion. The CNRA tracker showed about $7.519 billion committed and about $26 million still uncommitted. The tracker’s own meaning of committed is appropriated in a current or prior budget, or proposed in a current proposed budget.

Cash spent and outcomesResearch pending

Committed is not cash spent in the field, and it is not a count of completed projects or a measure of water reliability. Those outcome series are not in this snapshot.
